Changed TwitterCompose ruleset to maintained version

The TwitterCompose ruleset in the marketplace isn't maintained anymore, as the maintainer moved on from their position at Twitter. It is now maintained in a fork by the original author.

As per the fork README:

Note This repository is a fork of the Twitter Jetpack Compose Rules by its original maintainer. As none of the admins/maintainers continue working at the company, its development will continue here from now on.

This PR updates the link in the marketplace, as well as the list of provided rules to the new maintained version. This avoid users to use an outdated/unmainted ruleset.

Do note I didn't change the ruleset id, which still identifies as TwitterCompose.
