[GHA] Fix malformed output with setup-terraform@v2

Description

when running workflow terragrunt nightly with terragrunt 0.53.6 and terraform 1.6.4, terragrunt is no longer able to consume the output from setup-terraform@v2 as it is malformed in some cases like these.
Options to fix are either to disable the setup-terraform wrapper in v2 or upgrade the action to v3 as the wrapper's behavior and the action's output have been improved.
