Previously, we were using an old version of release-drafter, configured to run on every push. This PR makes a couple improvements:

Configure release-drafter to run only on pushes to master.
Upgrade to the latest version and relax constraint.
Declare permissions so that release-drafter can operate under the newest GitHub security rules.
Rename push.yml to release-drafter.yml to clarify the purpose of the workflow.
