リソースコメント投稿・利活用方法投稿・利活用方法コメント投稿　時にメールにて通知
通知対象は各リソースおよび利活用方法のOrganization に所属しているadmin roleなユーザのメールアドレスへ送信

メール送信はCKANのemail notification機能を使う

SMTPサーバの接続先は各自設定してもらう
