Is your feature request related to a problem? Please describe.

AWS have opened a Jakarta region ap-southeast-3.

The Elastic CI Stack should add support for this region.

Describe the solution you'd like

Deploying the CloudFormation template to ap-southeast-3 should work.

Describe alternatives you've considered

None
