Buildkite agent in winget repository #1840

Altought there is a powershell script on installing buildkite windows agent, having the agent in winget repository would massively reduce the complexity of agent installation since many of the tools are already available and installable from winget.

Winget is the pre installed package installer similar to apt and yum on linux distribution.

kia ora @amir-khatibzadeh! this is a really good callout - we support a bunch of other linux and macOS package managers, we should probably support at least one on windows, and winget seems like a good choice.

i've looked a little bit at the tooling to add stuff to winget, and it seems totally doable, and similar enough to the stuff that we have for homebrew/rpm/etc. i'm going to put this on our internal backlog, but we might not be able to get to it immediately. in the meantime, hopefully the install script fits your needs well enough
