Maintain CNI plugin with latest Golang version in Antrea

In order to reduce CVEs, we may consider to maintain our own CNI plugin build with latest Golang version.

We may also check if there is plan to update the Golang in near future in the cni channel.

There is already a PR to upgrade the golang version in CNI plugin repo containernetworking/plugins#982, but no progress yet. And we are not sure when there will be a new release for the CNI plugin after it's merged.
