[FEA] Error out when running on an unsupported GPU architecture

Is your feature request related to a problem? Please describe.
Starting in 24.02, we no longer support Pascal. We should error out if a user tries to launch a RAPIDS Spark job on a Pascal or older architecture.

Error out when running on a GPU where Cuda.getComputeCapabilityMajor < 7.0

Describe alternatives you've considered
