Upgrade all machines to latest docker engine version

This PR removes the docker version pin: ITISFoundation/osparc-simcore#3941
This one is required by the above: ITISFoundation/osparc-simcore#3974
This PR is required by the second: ITISFoundation/osparc-simcore#4055

This was unblocked recently by ITISFoundation/osparc-simcore#4212

We tried to upgrade master to major version 24 and 23. We ran into this exact bug w.r.t. docker service networks and generic resources

After a discussion with @mguidon and @GitHK we decided to get rid of generic resources in the dynamic sidecar.

We have updates and reverted the version of nvidia-docker running, this proved unrelated to the bug.

The Changelog of Docker Engine > 23.0.2 ( moby/swarmkit#3082 ) claim that this issue is resolved, but it still happened

tip.itis.swiss will be phsaed out in favor of tip.science, where the up2date docker engine version will be rolled out. This issue can thus be closed
