Look for rubocop fix to be deployed as a release

Infinite loop reported when trying to layout a multiline array rubocop/rubocop#12548
I presume this will be a part of 1.60 https://github.com/rubocop/rubocop/releases

Document preferred rubocop file

for Merritt Rails apps
