[Storage] Add argument to perf tests to use client-side encryption #24978

This change will allow for perf testing of client-side encryption V1 and V2 on existing perf tests. This adds a new optional parameter for perf tests, --client-encryption that can be used to specify the version of encryption to be used (i.e., "1.0" or "2.0").
