[Feature]: Migrate Rules Engine debug panel to Design Factory

Context

The Rules Engine debug panel is integrated within the Otter Chrome Extension and, since the Otter Chrome Extension has been migrated to the Design Factory, the different component with it should follow the same design pattern.

Proposal

• Ensure the Rules Engine Panel follows the Design Factory pattern and recommendations
• Apply Design Factory color the the panel (thanks to CSS Variable based on the Design Token color set)
